Current organizations and institutions have evolved from these necessary concepts, building structures and foundations to enhance their performance.

Global changes, occurring suddenly and surpassing the capabilities of organizations to adapt, rendered them incapable of sustaining their performance. This led to the need for developing managerial methods that industrial institutions could adopt to stay abreast of advancements. One of the latest trends that forcefully imposed itself and gained acceptance worldwide is Total Quality Management (TQM).

Numerous studies and research have demonstrated that focusing on production and delivering distinctive quality that meets customer needs and desires in local and international markets is crucial. Effective cost management has become an urgent necessity for achieving competitive success in the long term.

As customer needs and desires, which have become the most influential factor in the market, continue to change, and with price no longer the primary driver of customer behavior, comprehensive development of public facilities in highly competitive environments was necessary. This is to adapt to rapid developments and maintain their market share and competitive position.

Research Significance:
The significance of the study lies in the fact that the topic of Total Quality Management has captured the attention of researchers over the past three decades. TQM has played an effective role in the success of institutions by contributing to the reduction of production costs.
