The primary factor in motivating institutions and driving them towards activating the strategy to achieve the strategic goals of the institution.

 

It is worth noting that management is responsible for the success or failure of any institution: "It has a long arm in determining matters and achieving the goals that any community aspires to achieve. The reason for this success lies in the ability of specialized managers responsible for official institutions to effectively utilize and coordinate human and material resources and thereby assist in adjusting the course to achieve the goals.

Organizations do not need managers; instead, leaders work to convince people and those around them of their organizations' visions and missions to effect change. Since organizations do not control the changing external environment around them, they must adapt to the external environmental forces that have an impact through internal changes that are expected to contribute to increased effectiveness.

In order to effect the required change, there must be potential leadership that creates skilled and motivated human resources for achievement. Real modernization lies in how to create these resources within the organization; investing in their capabilities, entitlements, and retention.
